The UK government is reviewing one of its most important electric vehicle policies, a move that could reshape the country’s automotive market over the next decade. For motorists, manufacturers and dealers, the outcome could determine how quickly electric vehicles become mainstream and how much choice buyers will have in the years ahead.
Ministers have launched a consultation on the Zero Emission Vehicle (ZEV) Mandate, opening the door to changes that could reduce the 2030 electric vehicle sales target from the current 80% to as low as 50%. Despite the proposed adjustment, the government insists it remains committed to ending the sale of new petrol and diesel cars by 2030 and ensuring that all new cars and vans sold from 2035 are fully zero-emission.
The ZEV Mandate, introduced in 2024, requires car manufacturers to sell an increasing proportion of battery-electric vehicles each year. Under the existing rules, electric vehicles must account for 33% of new car sales in 2026, rising steadily to 80% by 2030 before reaching 100% in 2035. Manufacturers that fail to meet the targets face financial penalties unless they use approved compliance measures.
The latest review comes as carmakers warn that consumer demand has not grown as quickly as expected. Rising production costs, global supply chain disruptions and continued concerns over charging infrastructure have made it harder for manufacturers to meet ambitious sales targets. Industry leaders argue that a more flexible approach would help protect jobs, maintain investment and allow the market to develop more naturally.
Recent sales figures show that the UK is making progress, but significant challenges remain. Battery-electric vehicles accounted for 27.4% of all new car registrations in July 2026. While this marks continued growth in EV adoption, it remains well below the existing trajectory needed to achieve an 80% share by the end of the decade.
The government is considering four possible options. Three would reduce the 2030 sales requirement to between 50% and 70%, while another would retain the existing target but introduce greater flexibility for manufacturers that miss annual quotas. Officials say the consultation is designed to ensure the transition remains practical while protecting investment and consumer confidence.
Supporters of the review believe a revised target would give manufacturers breathing space during a period of economic uncertainty. They argue that easing short-term requirements could encourage continued investment in new technologies without placing excessive pressure on automakers struggling with slower-than-expected consumer demand.
However, environmental organisations and many EV advocates have warned against weakening the mandate. They argue that delaying the transition could slow progress towards the UK’s climate commitments, reduce investment certainty and make it harder for consumers to benefit from falling electric vehicle prices and lower running costs.
The consultation is expected to attract strong opinions from manufacturers, dealers, environmental groups and motorists before the government reaches a final decision. Whatever the outcome, the review highlights the challenge of balancing ambitious climate goals with economic realities in one of Europe’s largest automotive markets.
