The Biden administration has finalised rules that will effectively block most Chinese-made cars and trucks from entering the U.S. market. The move, announced Tuesday, aims to safeguard national security by targeting vehicle software and hardware from China.
Commerce Secretary Gina Raimondo emphasised the urgency of the measures. “We don’t want two million Chinese cars on U.S. roads and then realise there’s a threat,” she told Reuters.
The rules, proposed in September, ban critical Chinese software in connected vehicles starting with the 2027 model year and hardware from 2029. Chinese automakers are also prohibited from testing self-driving vehicles on U.S. roads. The restrictions extend to Russian vehicles and components as well.
The crackdown coincides with previous U.S. actions, including tariff hikes on Chinese electric vehicles (EVs) and the blacklisting of battery giant CATL for alleged ties to Chinaโs military.
Exemptions and Industry Impact
Some vehicles, like those heavier than 10,000 pounds, are exempt, allowing China’s BYD to continue assembling electric buses in California. However, automakers like Polestar, a brand of China’s Geely, warned in October that the rules could “effectively prohibit” its U.S. sales without specific authorizations.
General Motors (GM) and Ford might still import limited Chinese-made vehicles under the rules, provided their software is not maintained by Chinese firms. Meanwhile, the Alliance for Automotive Innovationโrepresenting GM, Toyota, Volkswagen, and othersโunsuccessfully lobbied for a one-year delay in hardware compliance.
Future Implications
The rules also hint at broader restrictions. The Commerce Department plans to propose bans on Chinese software in larger commercial vehicles, including trucks and buses. President-elect Donald Trump, set to take office on Jan. 20, has expressed support for restricting Chinese auto imports but remains open to Chinese automakers building vehicles in the U.S.
The final decision on some regulations will rest with the incoming administration.
